Ability to add and remove measure roles for multiple measures at once

Ability for admin users (PA Admin, CPUC Admin, and System Admin) to add and remove measure contributor roles to multiple measures at once. Admin users typically add (or remove) the same user(s) to multiple measures. Currently, admin users would have to do this one measure at a time, which can become quite time-consuming.
