Data Update

Permutations Update: PY2026 CET Correction

Affected User: Reporting, program designers, program implementers

Features: Overwrote the existing published PY2026 permutations in response to the CET's Electric Avoided Cost correction deployed on June 26, 2026. The 2026 CET correction resolved a day-shifting error in the electric avoided cost calculation, which updated the electric benefits and all dependent fields. To ensure consistency with the corrected CET, eTRM has rerun the 2026 CET and the related Restricted Permutation Flag calculation.

Notes:

  • This update only affects measures that are active in 2026 (i.e., End Date is blank or End Date ≥ 1/1/2026).

  • This update only overwrites the 10 cost-effectiveness fields and the Restricted Permutations Flag Field; No other permutation fields are modified.

Advanced Filter UI for CPUC Support Tables and Shared Value Tables

Users: All users

Features: Added advanced filtering capabilities to the CPUC Support Tables and Shared Value Tables. New filtering capabilities include:

  • Multiple-choice, keyword (up to 5 keywords), numerical range, and date range filtering widgets. Widget depends on the column's data type and the system configuration.

  • Support filtering across all table columns, replacing the previous functionality that limited filtering to selected columns in CPUC Support Tables and parameter columns in Shared Value Tables.

  • Apply filters from either the main table view or the Fullscreen View (formerly Advanced Fullscreen View)

  • Export filtered results

  • Share/persist a filtered view by saving the page URL.

Advanced Filter UI for Measure Value Tables

Users: All users

Features: Added advanced filtering capabilities to the Measure Value Tables. Measure Value Table now supports the same advanced filtering capabilities available in CPUC Support Tables and/or Shared Value Tables.

  • For all users: The filtering widget available for each column is determined by the column's data type and, for the text data type, the configuration defined by the measure developer or system administrator.

  • For measure developers: When creating or updating a value table in a measure package, the “Edit Column” panel now includes a new option for configuring the filtering widget used for text-type columns, allowing you to control how users filter the data.

Unsynced and Removed “Load Shapes, Electric” and “Load Shapes, Gas” CPUC Support Tables

Users: All users

Features: Unsynced and removed the two Generalized Load Shape Parameter (GLSP) CPUC Support Tables—Load Shapes, Electric and Load Shapes, Gas—from eTRM. These tables are no longer in scope for deemed load shape process and will be retired in DEER.

Improve Error Handling of Invalid Text-Concatenation Calculation

Users: Measure contributors

Features: Invalid calculations (such as malformed equations or missing/invalid variable inputs) now display clear error messages, helping measure developers and reviewers identify issues more efficiently.

Fixed Cover Sheet Download Email Delivery Issue

Affected users: All users

Features: Resolved an issue where the cover sheet downloads were not delivered to the users’ emails for measure versions that have offering IDs removed. Users should now be able to receive all requested cover sheet download files.

Text Concatenation Calculation

This enhancement supports the Deemed Load Shape Library Project.

Affected users: Measure developers

Features: There is a new text-concatenation calculation capability, which will enable measure developers to dynamically construct the TechID-based Electric Impact Profile IDs from permutation data (e.g., Tech IDs, Building Type, Building Vintage, Building HVAC) for modeled PY2028 measures.

This enhancement supports the Deemed Load Shape Library Project by allowing the measure developer to generate the correct Electric Impact Profile ID (i.e., E3MeaElecEndUseShape), whether it's the DEER legacy ID or TechID-based ID, for their measure permutations. The E3MeaElecEndUseShape field is then used to identify the appropriate avoided cost combo when running the CET.

Updated CET Measure.csv specification: Rename “PA” to “IOU_AC_Territory”

Affected users: All

Features: The PA field in the CET Input “Measure.csv” file has been renamed to IOU_AC_Territory to align with the CEDARS CET specification. Users will see the updated field name in the “Measure.csv” file of the CET Input File download package. This update only changes the field name; the underlying data and values remain unchanged.

Fixed Lifecycle Status Not Updating in CPUC Support Tables

Affected users: All users

Features: Resolved an issue in which the Lifecycle Status field in the CPUC Support Tables was not updating correctly with the Start Date and Expire Date values. The status will now automatically transition to:

  • Expire — current date > Expire Date

  • Active — current date ≥ Start Date and current date ≤ Expire Date

  • Future — current date < Start Date

Feature: The “latest_permutations” table of the pubic read-only Postgres database now includes unrounded measure data to provide CEDARS with higher-precision UEC data for the Deemed Load Shape Tool and avoided cost calculations and to support more accurate UES v. UEC QC. This update applies only to the restricted “latest_permutations” table; the public “permutations” table continues to follow standard rounding rules.

Restricted Postgres Database Schema for latest measure data

This enhancement supports the Deemed Load Shape Library Project.

Affected users: Admins

Features: eTRM now syncs the latest measure version of each release cycle—including unpublished drafts—to the read-only Postgres database, allowing CEDARS to query permutation data for the Deemed Load Shape Tool. Data is stored in a separate “restricted” schema with restricted access credentials.

Remove the <ENVIRONMENT> string from the name of the public database tables

This enhancement supports the Deemed Load Shape Library Project.

Affected users: Admins

Features: Table names in the public read-only Postgres database are now identical across all environments (local, testing, staging, and production) to minimize friction when connecting to different eTRM environments.
For example: STAGE-latest_measures → latest_measures.

Update sync scripts for the Interactive Effects Tables

Affected users: All users

Features:

  • CPUC Support Tables: Updated the sync scripts for the “Interactive Effects, Residential” and “Interactive Effects, Commercial” CPUC Support Tables to pull in the “Start Date” and “Expire Date”.

Allow the upload of reference file up to 10 GB

Features: The application is optimized to support the upload and storage of reference files up to 10 GB in size without timeouts or application failures. This ensures users—particularly measure developers and measure reviewers—can reliably access large supporting data files, such as EnergyPlus modeling files, directly from the measure package.

Features: The file storage and download processes are optimized to support long-running transfers, ensuring users can successfully download large reference files without encountering timeouts or application failures.

Separating measure package download into 2 options

Affecting Users: Measure developers, measure reviewers, base users

Features: The reference folder, which was previously included in the measure package download, has been separated into a standalone download. Users who only need the measure data—for example, to run QC tools—can now download the core measure package without being subjected to long download times or storage space requirements caused by large reference files. This decoupling provides faster, more efficient downloads while still giving users access to the materials they need.

Permutations Update: PY2026 Annual CET Update

Affected User: Reporting, program designers, program implementers

Features: Overwrote the values for 10 cost effectiveness output data in the permutation table to ensure they reflect the correct CET avoided cost version (2026), CET version (v25.1), and net present value (2026Q3) for the new program year 2026. This is part of the eTRM annual update process to keep eTRM CET results aligned with the best available data for program planning and payment. Unsync and remove the "Source Status" CPUC Support Table (Resolution E-5350, §A.5)

Affected users: All users

Features: The "Source Status" table is no longer maintained in the DEER database as the eTRM is the data source of record for active measure packages. The table has never been used in the eTRM. As a result, this table is removed in the eTRM. Per Resolution E-5350, the table will remain in the DEER database for at least 5 years.

Unsync the "Measure" and "Energy Impact" CPUC Support Tables (Resolution E-5350, §E.3)

Affected users: All users

Features: The "Measure" and "Energy Impact" table is no longer maintained in the DEER database. eTRM will be the only repository for deemed permutations and their respective energy impacts. These two tables shall remain in the eTRM until they are removed from the DEER database.

Affected users: None

Features: System update to upgrade the underlying software packages that support the application to their latest stable versions. Update keeps the platform safe, secure, stable, and running smoothly.
