Add evaluation reports and other ex post data from external sources

Support measure analysis and measure development planning by consolidating a library of evalulation and ex-post data from external sources, such as CALMAC or CPUC's Public Document Are (PDA) site, into structured formats and linking those data to applicable measure packages to help verify measure data or inform measure update.
