Allow Measure Developer to Edit Parameter Labels

Description: When measure developers need to update parameter labels, they would need to delete the label, add new labels, and set up all the value tables again (setting up value tables is a multi-step process of reselecting the parameter and permuting the rows). Allowing measure developers to edit labels would reduce setup time and costs for measure development.
