Currently, the reference library is only viewable to measure contributor roles when editing the measure package. A base user can only lookup and download references if they know the measure and/or the reference number. Allow base users read-only access to the Reference Library to look up document resources, independent of the measures.
Would be useful for people who are developing measures to know what is available and possibly support their measure updates planning ahead of time.
