Allow system admin to clone a measure without having to create a draft

To clone a measure, system admin must first take assignment of the release cycle, create a new draft, and go to "Measure Properties." System admin cant take assignment if the measure is currently under someone else' control, which is quite inconvienient if system admin has to wait or ask the person to release their assignment. Also, this adds superfluous measure log entires to the measure logs.
