Change the default behavior of value tables to permute all rows

Value tables prune rows by default (i.e., table is blank in the inital setup). After selecting a set of parameters for a value table, the user must then go to "Advanced Fullscreen" mode to permute all the rows.
This is quite un-intuitive and overcomplicated for measure developers. The majority of the time, they would want the entire table, so "permute all rows" should be the default or make it easier/more visible to permute all the rows.
Note, eTRM tables have a limit of 500,000 rows. The current setting was to prevent the number of rows from exceeding 500k unintentionally (e.g., in case the developers only need a subset of permutations). Maybe the solution is default to "permute" if the total number of permutations is less than 500k
