Combine "Measures with/without Property Data" into one tab with a filter

Related to Sprint 19 from 2.5 [https://californiatechnicalforum.sharepoint.com/:f:/r/sites/eTRMDevelopment/eTRM%20v2%20Library/02%20eTRM%20Release%20x.x/0.%20Previous%20Releases/04.6%20Release%202.5/02%20Sprint%2019/Sprint%2019%20Testing/Sprint%2019%20Stakeholder%20Feedback?csf=1&web=1&e=ghEYkI]: Can we put the "Measures with Property Data [https://www.caetrm.com/property-data/complete/?]" and "Measure without property data [https://www.caetrm.com/property-data/incomplete/?]" in one tab, then add a {Property Data = 'No Property Data', 'Property Data'} filter, similar to the PA Implementation Codes tab? Clicking back and forth between two tabs isn't very desirable.
