Cover Sheet -> Change to Attributes table currently only shows changes from one version to another. For a new measure, where the data is added for the first time, the table is blank, making it impossible for base users to know the measure eligibility (e.g., which sector, building type, etc.) ahead of time.
If unable to allow base user access to the full unpublished measure version data, update the Cover Sheet -> Change to Attributes table for new measure package to explicitly list the measure scope and eligibility (e.g., list of building types).
