Currently, MPP is typically submitted for a new measure release cycle. As a result, the measure developer must first create a new draft in a new release cycle to ensure the MPP is submitted for the right release cycle.
Create the ability for users to submit Measure Package Plans without having to create a draft of a new release cycle first, so that they show up in the Measure Package Plan Submitals CPUC Report under the correct release cycle. Potentially solution: add more fields to the Measure Package Plan / Request for CPUC early feedback measure log post so that a user can note what version this MPP is for.
