Increase visibility into the data and changes of measures under development

Increase the visibility into the measure data (aggregated or permutation-level) of new measure package or existing measure updates that are still under development for implementers to better anticipate and plan for the potential impact. For example:

• Permit base users to view the latest measure version of an in-progress, unpublished measure package, without the measure log data, once the measure version is submitted to the CPUC.

• Allow users to perform Characterization measure comparison when MP is past Manager Review

• Allow access to Cover Sheet once MP is past Manager Review

• View the range of data, instead of just the average
