Increase the visibility into the measure data (aggregated or permutation-level) of new measure package or existing measure updates that are still under development for implementers to better anticipate and plan for the potential impact. For example:
Permit base users to view the latest measure version of an in-progress, unpublished measure package, without the measure log data, once the measure version is submitted to the CPUC.
Allow users to perform Characterization measure comparison when MP is past Manager Review
Allow access to Cover Sheet once MP is past Manager Review
View the range of data, instead of just the average
