Tie measure development workflow to release cycle

Measures are updated at the release cycle level, and eTRM workflow management should align with the same structure to support concurrent program year updates

1. Enable multiple users to take assignments and/or create drafts for multiple release cycles concurrently.
2. Allow workflow statuses (e.g., Draft, Peer Review, Manager Review, Submitted to CPUC, etc.) to be managed independently for each release cycle.
