Deemed Load Shape Tool

An electric load shape is a representation of how electric consumption varies over time, shown as an hourly profile across a full year (8,760 hours). An impact profile is a similar representation for the electric savings (i.e., difference between the baseline and measure case load shape). Prior to PY2028, deemed measure packages select from a limited set of legacy DEER impact profiles, which are used to identify the correct avoided cost dataset in the cost-effectiveness benefits calculation. In June 2026, CEDARS released a new Deemed Load Shape Tool that enables measure developers to provide measure-specific 8760 base case and measure case consumption load shape, which are then used to generate customized impact profiles and allocate avoided costs accordingly.

In May 2026, DNV and CPUC hosted a Deemed Load Shape webinar to introduce the new Load Shape Tool and walk through the EnergyPlus post-processing scripts used to extract and visualize the 8760 load shape data. The webinar recording can be found on CEDAR:

In June 2026, PG&E and Cal TF staff hosted a measure development training session for the Deemed Load Shape Tool, covering: (1) the eTRM process for configuring measures to link to load shapes and to run the CET, and (2) the CEDARS process for uploading, managing, and accessing 8760 load shapes. Training materials, including the session recording, presentation slides, a compilation of Q&As during and after the training, and a QC Checklist (courtesy of Solaris Technical), are provided below.

Measure Log

The measure log is a centralized platform for tracking measure development and collaboration activities, including workflow status, measure review comments, and general communications. Release 3.0, deployed in August 2025, introduced a Release-Cycle–based measure development workflow and several related UI and UX enhancements to the Measure Log. The document below provides links to the updated Measure Log training videos.

Allow List

An alternative permutation-building method that allows measure developers to specify the permutations the eTRM should build out. The training resources below, 1) measure development training and 2) step-by-step written documentation, provide more info on how to use this method for your measure.

Removing Permutations with Negative Savings

Measure permutations with negative electric AND gas savings are generally not eligible for inclusion in energy efficiency measure packages and may require removal before measure approval. The training resources below are intended to help measure developers efficiently identify permutations with negative savings, review their impacts, and exclude them from measure permutations.

In addition to updating the permutation data, measure developers must include the applicable boilerplate text in the Measure Characterization. See the Statewide Measure Characterization Template.

Fuel ID

Fuel ID is a string descriptor that categorizes measures based on the fuel type of the energy usage and energy savings. The field was created in response to D.23-04-035 to distinguish between exempt, nonexempt, and fuel substitution measures. This permutation field also sets the new “Fuel ID” field in the “Measure.csv” CET input file. Effective PY2026, this field will replace the “Measure Impact Type” in determining the correct total resources cost (TRC) calculation for fuel substitution versus non-fuel substitution measures. Fuel ID is required starting from PY2026 and is optional for older program years.

Cover Sheet

The Cover Sheet, located in the “Cover Sheet” tab of each measure page, summarizes changes between the current measure version and the previously published version. It combines automatically generated calculations from measure permutations with manual input from measure developers to document measure revisions, the rationale for those changes, and their impact on measure savings, cost-effectiveness, and other key attributes. This guidance document provides instructions on completing the Cover Sheet.

Restricted Permutation Flag

The Restricted Permutation Flag identifies measure offerings that may be subject to eligibility restrictions associated with CPUC Decision 23-04-035. For measures that include offerings classified as Non-Exempt Gas Measures (NEGM), additional screening is required to determine whether individual permutations are eligible for program use. Measure developers are responsible for evaluating applicable offerings and documenting the screening results as part of the measure development process. The resources below provide guidance on determining Restricted Permutation Flag applicability and completing the required documentation.

In addition to updating the permutation data, for the applicable measures (i.e., NGEM), measure developers must include the applicable Restricted Permutation Flag boilerplate text in the Measure Characterization. See the Statewide Measure Characterization Template.

PA Implementation Codes

Program Administrators (PAs) Implementation Codes allow PAs to indicate the measure permutations (e.g., offerings, delivery channel, measure application type) that are eligible for programs in their service area. The resources below provide guidance to PA users on uploading and managing PA Implementation Codes.
