Addendum Documenting Rebates over IMC/FMC

In Decision D.06-06-063, the CPUC recognized that rebates may exceed Incremental Measure Cost (IMC) or Full Measure Cost (FMC) in limited circumstances. The latest CPUC guidance requires Program Administrators (PAs) to document and justify such cases through a rebate addendum for each measure version. This requirement supports CPUC review and approval of rebate levels that may affect cost-effectiveness calculations and measure reporting.
